    When approving a land development project, municipalities require assurance that developers will construct the required public improvements, and that in the event of default, the surety will be responsive, so that the project will be completed promptly, without risk to the municipal treasury. A form of guarantee sometimes used is the letter of credit. The case law involving public improvement letters of credit is sparse, yet the contingent liability to municipalities from defaulted land developments, with illusory sureties, should not be underestimated

    MIS versus Computer Science: An Empirical Comparison of the Influences on the Students’ Choice of Major

    A history of declining enrollments in university Management Information Systems (MIS) and computer science (CS) departments in the U.S. considerably impacts both college departments and business organizations that hire graduates. In order to reverse the enrollment trend, an understanding of the important similarities and differences that shape a student’s decision to major in MIS or CS will allow departments to better promote their major, formulate more effective strategies for reaching interested and undecided students, and enhance the fit between student and career. This study directly compared important influences on choice of major for 205 MIS and CS majors at four US universities. Results indicate that the most important influences for both MIS and CS students are interest in technology and monetary compensation. MIS majors, however, are significantly more influenced by others, especially college instructors, parents, friends, and the desire to interact with others. They are also more interested in business and business organizations. CS majors, on the other hand, are more interested in the technology itself and tend to choose CS as a major either in high school or shortly thereafter. Based on these findings, recommendations are provided to aid college departments in attracting and retaining appropriate majors

    Mapping the MIS Curriculum Based on Critical Skills of New Graduates: An Empirical Examination of IT Professionals

    MIS curricula research almost always focuses on either curriculum issues or the critical skills required of new MIS graduates, rarely both. This study examines both by determining the critical skills required of new graduates, from the perspective of IT professionals in the field, then uniquely mapping those skills into a comprehensive yet flexible MIS curriculum that could be used by any MIS department. Using a sample of 153 IT professionals from six organizations in the mid-South, the results are somewhat surprising. While personal attributes are important, IT workers clearly believe that technology skills are a critical component of an MIS education, in particular database skills (including SQL), computer languages (at least two), and web design proficiency. Results also stress the importance of foundational concepts and knowledge, preparing new graduates for careers and not merely their first job. The impact for MIS curriculum designers is clear: make the major technically robust while simultaneously providing a core foundation in both business and IT. The study strongly suggests that concentrations (two or more sequenced courses) are a must; four are recommended as a result of this study: programming/architecture, telecommunications/networks, database, and web design/e-commerce.     SELECTING A BUSINESS MAJOR WITHIN THE COLLEGE OF BUSINESS

    This study employed a survey in examining the important influences that shape a student’s selection of a major in the College of Business (COB). In particular, it compared these influences, by major, to assess which items were most (and least) important to the students majoring in accounting, general business, finance, management, marketing, and MIS. The influences, totaling 37, included internal influences (e.g., interest in the field), external influences (e.g., projected salary), and interpersonal influences (influence of significant others). Some of the findings were consistent with those of prior studies. For example, interesting work was highly important for all business majors, and specific interpersonal influences such as parents, high school teachers, and peers were relatively unimportant. The findings presented herein suggest that the overall impact of interpersonal influence may have been underestimated in previous studies. Unlike many previous studies, this study showed that job availability and job security were more important to students than interest in the field. This study augments the extant literature in that the survey was conducted right after the 2009 recession, which allowed an analysis of student decision making during a period of high unemployment and lingering economic uncertainty. Implications and suggestions for further research are discussed

    Online Meta-learning by Parallel Algorithm Competition

    The efficiency of reinforcement learning algorithms depends critically on a few meta-parameters that modulates the learning updates and the trade-off between exploration and exploitation. The adaptation of the meta-parameters is an open question in reinforcement learning, which arguably has become more of an issue recently with the success of deep reinforcement learning in high-dimensional state spaces. The long learning times in domains such as Atari 2600 video games makes it not feasible to perform comprehensive searches of appropriate meta-parameter values. We propose the Online Meta-learning by Parallel Algorithm Competition (OMPAC) method. In the OMPAC method, several instances of a reinforcement learning algorithm are run in parallel with small differences in the initial values of the meta-parameters. After a fixed number of episodes, the instances are selected based on their performance in the task at hand. Before continuing the learning, Gaussian noise is added to the meta-parameters with a predefined probability. We validate the OMPAC method by improving the state-of-the-art results in stochastic SZ-Tetris and in standard Tetris with a smaller, 10×\times10, board, by 31% and 84%, respectively, and by improving the results for deep Sarsa(λ\lambda) agents in three Atari 2600 games by 62% or more. The experiments also show the ability of the OMPAC method to adapt the meta-parameters according to the learning progress in different tasks.Comment: 15 pages, 10 figures. arXiv admin note: text overlap with arXiv:1702.0311

    Gcn5 and Sirtuins Regulate Acetylation of the Ribosomal Protein Transcription Factor Ifh1

    SummaryBackgroundIn eukaryotes, ribosome biosynthesis involves the coordination of ribosomal RNA and ribosomal protein (RP) production. In S. cerevisiae, the regulation of ribosome biosynthesis occurs largely at the level of transcription. The transcription factor Ifh1 binds at RP genes and promotes their transcription when growth conditions are favorable. Although Ifh1 recruitment to RP genes has been characterized, little is known about the regulation of promoter-bound Ifh1.ResultsWe used a novel whole-cell-extract screening approach to identify Spt7, a member of the SAGA transcription complex, and the RP transactivator Ifh1 as highly acetylated nonhistone species. We report that Ifh1 is modified by acetylation specifically in an N-terminal domain. These acetylations require the Gcn5 histone acetyltransferase and are reversed by the sirtuin deacetylases Hst1 and Sir2. Ifh1 acetylation is regulated by rapamycin treatment and stress and limits the ability of Ifh1 to act as a transactivator at RP genes.ConclusionsOur data suggest a novel mechanism of regulation whereby Gcn5 functions to titrate the activity of Ifh1 following its recruitment to RP promoters to provide more than an all-or-nothing mode of transcriptional regulation. We provide insights into how the action of histone acetylation machineries converges with nutrient-sensing pathways to regulate important aspects of cell growth
